INFORMATION ON THE SHOCKING AND UNACCEPTABLE INHUMAN TREATMENT ABOARD KLM FLIGHT NUMBER KL
0587 (13.25pm- 19.00pm) BY DUTCH AUTHORITIES ON THE 30TH OF SEPTEMBER 2013

On Monday the 30th
of September 2013, aboard a KLM aircraft with flight number KL 0587 going from to
Nigeria from Amsterdam, some passengers in the said aircraft, noticed that a
man in his middle age was horizontally chained across three seats at the rear
cabin of the aircraft by three persons they later understood to be Dutch
Security Agents. Consequently, they demanded to know who he was and the reason
why he was chained to the seats like a beast prepared for the slaughter. The
security agents in reply, lied to the passengers that the man, Phillipe Ella
was a Nigerian.
At any rate, the
passengers challenged this inhuman treatment and demanded from the Dutch officials
reasons why a human being should be chained to his seat for any reason at all.
In response to the
demands made by the passengers, the Dutch security agents stated that the said
‘chained man’ was being deported and was only chained because he was unstable.
They further stated that because he was a Nigerian, he was being deported to
Nigeria, but that however as soon as the plane took off, he would be unchained.
The passengers then wondered
if the true reason for the chains on the man was not because he was a blackman,
rather than because he was being deported. The passengers also doubted that the
man was a Nigerian as his accent was clearly foreign. However this was quickly dispelled
by the Dutch officials who stated that the Nigerian Embassy or whoever had the
diplomatic responsibility for Netherlands had already confirmed that he was
indeed a Nigerian.
Later, the passengers
were told by a reliable source that the man was not a Nigerian and this
purported deportation was the third time the Dutch authorities would attempt to
deport him to Nigeria.
It is inconceivable
to say the least, to think that the relevant Nigerian authority with the diplomatic
responsibility for issues such as this, would fail to ascertain the correct
nationality of a person purportedly being deported back into the country by
foreign officials and even if the Nationality was confirmed as claimed in this
case, how then can the chaining of a Nigerian in the plane ever be justified?
In the circumstances,
and pursuant to the Freedom of Information Act, 2011, I hereby demand that you
make available answers to the following questions in your capacity as Minister
for External Affairs:
a)
Did the
Nigerian Ambassador to Netherlands or the relevant Nigerian authority that has
the diplomatic responsibility for that country confirm the Nationality of the
‘chained man’, known as Phillipe Ella on KLM Flight of 30th September
2013, with Flight Number KL 0587 before the Dutch authorities were allowed to
put him aboard a plane heading to Nigeria?
b)
How did the
Nigerian Ambassador to Netherlands or the relevant Nigerian authority that has
the diplomatic responsibility for the country arrive at the conclusion that the
‘chained passenger’ also known as Phillipe Ella is a Nigerian?
c)
How many times
has the chained man, Phillipe Ella been deported in the past?
d)
If it is true
that ‘Phillipe Ella’ had been deported thrice in the past, did the Nigerian
Ambassador to Netherlands or the relevant Nigerian authority with diplomatic
responsibility have this knowledge?
e)
Where
is the ‘Phillpe Ella’ ( the chained man aboard KLM Flight with number KL 0587)
today? Has he been returned to the Netherlands?
TAKE NOTICE that if
you fail to provide the above information within the next seven (7) days from
the date of receipt of this letter, we shall have no option than to proceed
against you in accordance with the provisions of the law.
We however have no
doubt that you will accede to this very friendly request.
